Taxi and Limousine Industry Assistance Scheme Regulation 2016 – Industry Hardship Assistance Scheme

The Queensland Government has announced a $100 million Industry Adjustment Assistance Package (IAAP) to assist the existing taxi and limousine industry to adjust to structural changes in the personalised transport market.

The IAAP includes provision for an industry hardship fund to assist eligible licence holders and operators who are experiencing hardship as a result of these changes in the market. Industry hardship payments are available to people who:

  • Held a taxi service licence or limousine service licence immediately before 11 August 2016 and continued to hold the licence immediately before 9 March 2017;
  • Were the ultimate lessee of a taxi service licence immediately before 11 August 2016; or
  • Were the ultimate lessee of a limousine service licence immediately before 11 August 2016 and continued to be the ultimate lessee immediately before 9 March 2017.

Invitation notice

QRAA invites applications for financial assistance under the industry hardship assistance scheme set out in part 4 of the Taxi and Limousine Industry Assistance Scheme Regulation 2016 (the Scheme).

The assistance amounts under the Scheme have been determined by the Department of Transport and Main Roads as:

  • $9,000 for a taxi service licence; and
  • $4,500 for a limousine service licence.

As a result, eligible persons may be entitled to:

  • $9,000 as both the relevant holder and operator of a taxi service licence;
  • $4,500 as the relevant holder or operator, but not both, of a taxi service licence;
  • $4,500 as both the relevant holder and operator of a limousine service licence;
  • $2,250 as the relevant holder or operator, but not both, of a limousine service licence.

A cap of ten (10) payments applies to ensure equity between eligible recipients. The cap will be applied to maximise each eligible recipients’ payment under the scheme.

A person is eligible for industry hardship assistance under the Scheme if the person is the relevant holder, relevant operator (ultimate lessee) or both the relevant holder and operator of a relevant licence. Applicants must be listed on the Department of Transport and Main Roads licence register as either:

  • the holder of the licence immediately before 11 August 2016 and must continue to be listed as the holder immediately before 9 March 2017 (limited exceptions apply); or
  • the ultimate lessee of a licence immediately before 11 August 2016 and, if a limousine service licence, must continue to be listed as the ultimate lessee of that licence immediately before 9 March 2017 (limited exceptions apply).

QRAA invites relevant taxi and limousine licence holders and operators (excluding special purpose limousine holders and operators) to apply by completing the application form in accordance with the Scheme guidelines. Full details on the scheme are available in the scheme guidelines.

Applications opened on 24 April 2017 and close on 28 July 2017.
